WASECA COUNTY BOARD OF COMMISSIONERS – SEPTEMBER 12, 2006

 

The Waseca County Board of Commissioners met in special session on Tuesday, September 12, 2006, in the Commissioner’s Room, 300 North State Street, Waseca, Minnesota.  Members present were Rick Morris, Chairperson; Richard Androli, Wendell Armstrong, Jim Peterson and Al Ruhland.

 

Others present were Bruce Boyce, Coordinator; Rita Wilkening, Coordinator’s Technical Clerk; Angie Knish, Planning and Zoning Administrator; Cheri Lewer, Public Health Services Director; Marilee Reck, Human Services Director; staff members of Region Nine Development Commissioner, Troy Bonkowske, Community and Economic Development Director; Jon Noerenberg, Regional Development Planner; and Steve Seifert, Community Development Intern.

 

Rick Morris, Chairperson, called the meeting to order at 9:00 a.m.  The Pledge of Allegiance was recited.

 

Morris moved and Armstrong seconded the motion to approve the Agenda.  Motion carried unanimously.

 

Angie Knish led into the discussion of Waseca County’s Zoning Ordinance with team members of Region 9 Development Commission.  Their intended purpose of the meeting was to discuss with the Board their second proposal of the Zoning Ordinance Revision Proposal.  Handouts were passed out and discussion was held.  The Board took no action pending further information from the County Attorney. 

 

Bruce Boyce, Coordinator, presented a preliminary budget overview for 2007 of $26,437,381 and a proposed preliminary county levy of $9,338,640. 

 

After Boyce’s discussion of the overview, Androli moved to set the 2007 preliminary levy for $9,153,324, with a rise of 7.5% over last year.  Ruhland seconded the motion.  Discussion on possible cuts followed.  The motion failed by the following roll call:  Androli, yes; Armstrong, no; Peterson, no; Ruhland, yes; and Morris, no. 

 

Armstrong moved and Ruhland seconded the motion to adopt the 2007 preliminary budget of $26,437,381 and a proposed preliminary county levy of $9,338,640.  The motion carried by the following roll call:  Armstrong, yes; Androli, no; Peterson, yes; Ruhland, yes; and Morris, yes.  This is a 9.6% rise over last year.

 

Ruhland moved and Peterson seconded the motion to adjourn the meeting at 11:00 a.m.  Motion carried unanimously.

WASECA COUNTY BOARD OF COMMISSIONERS – SEPTEMBER 19, 2006

 

            The Waseca County Board of Commissioners met in regular session on Tuesday, September 19, 2006 at 9:00 a.m. in the Commissioner’s Room, East Annex, 300 N. State St., Waseca, Minnesota.   The following members were present:  Rick Morris, Chairperson; Richard Androli; Wendell Armstrong; Jim Peterson; and Al Ruhland.

 

            Also present were Joan Manthe, Auditor; Bruce Boyce, Coordinator; Terry Roemhildt, landowner; and Nancy Prehn, commissioner candidate

 

            Rick Morris, Chairperson, called the meeting to order at 9:00 a.m.  The Pledge of Allegiance was recited.

 

            Peterson moved and Androli seconded the motion to approve the agenda as presented.  Motion carried unanimously.

 

            Armstrong moved and Ruhland seconded and by unanimous vote of all members moved to approve the consent agenda as follows:

 

1.                              Approval of September 5, 2006 Minutes.

2.                              Approval of Commissioner, Human Services, Auditor, and expense bills as presented.

3.                              Approval of hiring Amy Schauer as Auditor Technical Clerk on a permanent basis with seniority credit for time worked back to 3/3/06.

4.                              Approval of three month maternity leave for Sarah Ruley, Social Worker.

5.                              Approval of the Human Services Report.

6.                              Approval of Ditch Repair on J.D. #11 in Section 33 of Janesville Township.

7.                              Approval of Designation of Depositories Resolution whereby First National Bank is designated as depository of funds. 

 

RESOLUTION

DESIGNATION OF DEPOSITORIES

            WHEREAS, Minnesota Statutes, Chapter 118 requires Waseca County to designate a notional, insured state bank or thrift institution as depository of funds; and

 

            WHEREAS, Waseca County has designated First National Bank, a FDIC insured depository institution, as depository of its public funds pursuant to Minnesota Statutes, Chapter 118; and

 

            WHEREAS, Minnesota Statutes, section 118.05 requires the depository to assign collateral security for deposits in excess of available federal deposit insurance; and

 

            WHEREAS, the Waseca County Treasurer has the authority to designate institutions in the County as depositories and to approve the collateral for such depositories.

 

            NOW THEREFORE, BE IT RESOLVED that the Waseca County Board of Commissioners hereby approves the Security Agreement for the Deposit of Public Funds between the Waseca County Treasurer and First National Bank of Waseca, Minnesota, dated September 11, 2006.

 

            Cheri Lewer, Public Health Director, requested an increase to homemaker rates, as per the Department of Health guidelines.  Ruhland moved and Androli seconded the motion to approve a 2.255% increase in the homemaker rates effective on October 1, 2006.  Motion carried unanimously. 

 

            Androli moved and Armstrong seconded the motion to authorize the chair to sign the Flu Stop contract with Blue Cross Blue Shield.  Motion carried unanimously. 

 

            Cheri requested a renewal of the interpreter services contract with Kathy Roycraft at a rate of $20.00/ hour.  Androli moved and Armstrong seconded the motion to approve the contract with Kathy Roycraft for the period of September 19, 2006 through December 31, 2007.  Motion carried unanimously. 

 

            Marilee Reck, Human Services Director, requested an addendum to the MVAC contract for MFIP/DWP services.  Ruhland moved and Androli seconded the motion to approve the addendum for the period of January 1, 2006 through December 31, 2006 and to not exceed amount of $144,171.00 for work ready related support services.  Motion carried unanimously. 

 

            Angie Knish, Planning and Zoning Administrator, brought to the Board’s attention that Dan Zander requests a re-zone from an agricultural district to a general industrial district of 22.65 acres for use as warehouse development for food processing equipment for the parcel in Section 4, St. Mary Township.  The Planning Commission recommended approval of the rezone at their meeting on September 7, 2006.   Dan Zander was present and showed a map of the proposed area.    Shane Barnes, Attorney for Terry Roemhildt asked questions about the location of the building, a proposed road, and concerns about drainage to CD 38.  He also has concerns about weed control.  Angie Knish reminded the board that this request is for a re-zone only.  Armstrong moved approval of the re-zoning of 22.65 acres in St. Mary township from an agricultural district to an industrial district.  Ruhland seconded the motion.   Eugene Roemhildt, a neighbor, spoke to the board seeing this site as a salvage yard.  He has a concern about environmental watershed.  Mr. Zander replied that farmland also drains into this ditch.  The motion was carried by the following roll call:  Armstrong, yes; Androli, yes; Ruhland, yes; Peterson, yes and Morris, no.

 

            Angie continued with the discussion of 911 addresses on Old Highway 14.  She has consulted with Brad Milbrath and Lyle Sopkowiak.  The suggestion is to change the name from US Highway 14 to Old Highway 14.  A Public hearing on October 17th will be held to take input from citizens.

 

            Paul Dressler, County Attorney, was present to discuss the zoning ordinance consultant.  He advised the board that if one consultant is asked back, then all should be permitted to comment.  The chair asked for comments.  Peterson moved to hire URS as the firm to re-write the zoning ordinance for Waseca County.  Armstrong seconded the motion.  The motion was approved by the following roll call:  Armstrong, yes; Androli, yes; Ruhland, no; Peterson, yes; and Morris, yes.  

 

            Armstrong moved to close the meeting at 10:30 a.m. to conduct a performance evaluation of the Planning and Zoning Administrator.     Androli seconded the motion and it was carried by the unanimous vote of all members. 

 

            The meeting resumed in open session at 12:00 noon.  Peterson moved to advertise for the position of Planning and Zoning Technician.  Ruhland seconded the motion.  Motion carried unanimously. 

 

            The next item on the agenda is continued discussion on the Human Services building.  Androli moved and Ruhland seconded the motion to table the discussion of the human services building to the next regular meeting of the Commissioners.  Motion carried unanimously. 

 

            Wendell Armstrong moved to adjourn the meeting at 12:15 p.m.  Ruhland seconded the motion and it was carried by the unanimous vote of all members.
