WASECA COUNTY BOARD OF COMMISSIONERS—DECEMBER 7, 2006

            The Waseca County Board of Commissioners met in regular session on Thursday December 7, 2006 in the Commissioner’s Room, East Annex, Waseca, Minnesota.  Members present were Rick Morris, Chairperson; Richard Androli, Jim Peterson and Al Ruhland.  Wendell Armstrong was absent.

            Rick Morris, Chairperson, called the meeting to order at 9:00 a.m.  The Pledge of Allegiance was recited. 

            Others present were as follows:  Paul Dressler, County Attorney; Angie Knish, Planning & Zoning Administrator;  Jerry Lehman, County Assessor; Dan Kuhns, Commissioner-elect; Bruce Boyce, Coordinator;  and Joan Manthe, Auditor.

            Androli moved and Peterson seconded the motion to amend the agenda by adding some miscellaneous items and rescheduling the Zander matter until the next meeting.  Motion carried unanimously. 

            The commissioners reported on meetings attended. 

             Androli moved and Peterson seconded the motion and by unanimous vote of all members present moved to approve the consent agenda as follows:

1.      Approval of the November 21, 2006 minutes.

2.      Approval of the Commissioner, Human Services Auditor and expense bills as presented.

3.      Acceptance of $2,500.00 from VFW for Don Eustice Memorial Fund.

4.      Recommend approval of a Gambling license for National Wild Turkey Federation for Women in the Outdoors.

5.      Approved ditch repairs for CD 3 and JD 10.

6.      Approved promotion of Anthony Martens from Dispatcher to Deputy, step 2 effective 12-1-06 at $3386/mo.

7.      Approve contract with URS for Zoning Consultant Services for zoning ordinance re-write.

Angie Knish, Planning & Zoning Administrator, requested signatures on Certificates of Appreciation for service to Jeff Ruedy, Board of Adjustment; and Roger Androli, Planning Commission.  

Jerry Lehman explained the expired leases with the DM&E Railroad.  This is non-operating railroad property.  With his explanation, Ruhland moved and Androli seconded the motion to approve the abatements as presented for 2006.  Motion carried unanimously. 

At this time the meeting is closed to the public to discuss pending litigation. 

As a result of the closed session, Ruhland moved to approve a tentative settlement for taxes payable in 2005, 2006 and 2007 with the Department of Revenue and Alliance Pipeline.  Androli seconded the motion and it was approved by unanimous vote of all members present. 

Bruce Boyce talked about the preliminary budget and tax levy for payable 2007.  He reviewed the handouts for tonight’s Truth in Taxation meeting. 

The topic of videotaping commissioner meetings was discussed.  The board directed the Coordinator to draft a letter to the City Council for commissioner review. 

A summary of commissioner comments about the information needed for the proposed new Human Services building was given by Bruce Boyce.  The commissioners made comments.  Ruhland moved to have a final try with I & S.  Morris seconded the motion.  The motion failed by the following roll.  Androli, no; Peterson, no; Ruhland, yes; and Morris, yes. 

Androli moved to request the Coordinator to draw a limited scope RFP for architectural services for the Human Services Building and have other firms look at it.  Peterson seconded the motion.  The motion carried by the following rolls:  Androli, yes; Peterson, yes; Ruhland, yes and Morris no. 

Peterson moved and Androli seconded the motion to approve the Veterans report.  Motion carried unanimously. 

Peterson moved and Androli seconded the motion to adjourn the meeting at 11:30 a.m.  Motion carried unanimously. 

The next commissioner’s meeting will be held on Tuesday, December 19, 2006.

WASECA COUNTY BOARD OF COMMISSIONERS—DECEMBER 7, 2006

TRUTH IN TAXATION HEARING

            The Waseca County Board of Commissioners met in a special meeting on Thursday, December 7, 2006 at 7:00 p.m. for the purpose of conducting the annual Truth in Taxation Hearing.  The meeting was held in the Commissioner’s Room, 300 N State St., Waseca, MN.  Commissioners present were Rick Morris, Chairperson; Richard Androli, Jim Peterson and Al Ruhland.  Wendell Armstrong was absent. 

            Others present were Bruce Boyce, Coordinator; Joan Manthe, Auditor; several department heads, employees and about 30 citizens.  

            Rick Morris, Chairperson, called the meeting to order at 7 p.m.  The Pledge of Allegiance was recited.  A moment of silence was held in memory of the 65th anniversary of the attack of Pearl Harbor.

            The chair stated the purpose of the meeting was to discuss only the 2007 proposed budget and 2007 proposed levy for Waseca County.  He then called on Bruce Boyce, Coordinator, to present the proposed budget. 

            Bruce Boyce showed a short video on “Fourteen Reasons Why Property Taxes Vary from Year to Year”.  He then presented an overview of the county’s 2007 proposed budget discussing both income and expenses.  The budget is proposed at $26,437,381 and the tax levy at $9,338,640.

            After the presentation, the Chair opened the meeting to questions and comments from the public.  Some of the questions are as follows:

·        What triggers the Assessor’s office to make market value changes

·        Could Waseca City and Waseca County share law enforcement costs

·        If we levy once for an expense, why doesn’t levy go down next year

·        Has the county looked at all options for the Human Services Building

·        Concern about added new costs—he wants to be able to afford to live in Waseca County

·        Question about Economic Development Loan to New Richland restaurant

·        Question about Clear Lake Drive and Trail and federal grant

·        Staffing and public health needs

·        Citizen spoke in support of South Country Health Alliance

·        More comments on Clear Lake Trail and federal grant money

After all comments were heard, the meeting was adjourned at 9:00 p.m.
