WASECA COUNTY BOARD OF COMMISSIONERS—NOVEMBER 21, 2006

 

            The Waseca County Board of Commissioners met in regular session on Tuesday, November 21, 2006, in the Commissioner’s Room, 300 N State St., Waseca, Minnesota.  Members present were Rick Morris, Chairperson; Richard Androli, Wendell Armstrong, Jim Peterson and Al Ruhland. 

 

            Rick Morris, Chairperson, called the meeting to order at 9:00 a.m.  The Pledge of Allegiance was recited. 

 

            Others present were as follows:  Bruce Boyce, Coordinator; Joan Manthe, Auditor; Drew Amo, News Reporter; Dan Zander, Herman Guse and Nathan Richman, Highway Engineer and also Charlie Born.

 

            Androli moved and Ruhland seconded the motion to approve the agenda as presented.  Motion carried unanimously. 

 

            The commissioners shared their meeting reports.

 

            Al Ruhland requested that the Coordinator write to the new State Auditor requesting that Waseca County continue with Virchow Krause for auditing services.

           

             Androli moved and Ruhland seconded the motion and by unanimous vote of all members moved to approve the consent agenda as follows:

1.      Approval of the November 7, 2006 minutes.

2.      Approval of the Commissioner, Human Services, Auditor and expense bills as presented.

3.      Approval of the 2007 purchase of service agreement between Waseca County Court Services and Brown County Evaluation Center for detention services as approved by the County Attorney.

4.      Appointment of Richard Androli and Alvin Grams to the South Central Housing and Redevelopment Authority Board for a 3 year term beginning 11-1-06.

5.      Approve Human Services report.

6.      Approval of Ditch repairs for CD 30, CD 42 and JD 51.

7.      Clear Lake Drive Right-of-Way Subcommittee members to be:  Rick Morris and Al Ruhland.

8.      Approve retirement of Pat Viskocil, Extension Support Staff, effective December 26, 2006.

 

Dan Zander requested support from the commissioners to get permission to have a bulk storage tank on his property moved along the new Hwy 14.  This tank is 17’ from the road right of way.  He is unable to insure the tank presently.  He is requesting that the commissioners pass a resolution to require the DOT to move the tank.  The board questioned him on the involvement of the County when this matter is with the State Department of Transportation.  The board will seek the recommendation of the County Attorney on this matter. 

 

      Angie Knish, Planning and Zoning Administrator, updated the board on the status of US BioEnergy noting that public comments were received by the MPCA, thereby slowing US BioEnergy request for county permits.  Peterson moved and Androli seconded the motion to approve the sixty day rule and extend the time limit on the CUP to February 5, 2007 .  Motion carried unanimously. 

 

The December 14th  Planning Commission meeting will be hearing from URS in regards to the comprehensive land study.  Charlie Born again requested an interim ordinance to build residential on agricultural land. The attorney may be present later in the meeting and can address this request.

 

Nathan Richman, Highway Engineer, updated the board on the Clear Lake Drive project.  The plans are scheduled to be approved next week.  Under the right of way schedule, the last day to agree to right of way before condemnation proceedings begin is November 29th. 

 

Paul Dressler, County Attorney, was present at this time.  Rick Morris asked for advice on the Dan Zander matter.  Paul will do some research and report back on December 7th.  The attorney was also asked about the Charlie Born matter requesting an interim resolution.   December 14th will include a discussion of this matter, as it was noted this item is not on the agenda for discussion today. 

 

Marilee Reck, Human Services Director, was present at the meeting.  She presented an annual plan for FSET for 2007.  Androli moved and Armstrong seconded the motion to approve Food Support Employment and Training Plan as presented.  Motion carried unanimously. 

 

Armstrong moved and Ruhland seconded the motion to approve a contract amendment for an additional $24,000 for MFIP Employment and Training Services for MN Valley Action Council.  Motion carried unanimously.  

 

Bruce Boyce, Coordinator, reviewed the Human Services and the Road and Bridge portion of the proposed 2007 budget.  Marilee Reck also commented on several items in her budget.   

 

The property in Matawan was discussed with Paul Dressler.  More research will be done on this property with the County Recorder.  A landowner request has come forward wanting to purchase the county owned land for a septic system.

 

The board then continued with discussion of the Road and Bridge budget. 

 

Bruce continued his business with the presentation of a request for an extension of a tax abatement from Twin Oaks for a two year extension.  He will invite the owners to present their intent on expansion to the board before a public hearing is set.

 

Classification and Compensation study update was given by Boyce.  He gave a job description process from the RFP.  Communication with Springsted will increase as the project progresses.

 

Planning and Zoning departmental audit and review was discussed.  The firm hired to perform the audit will be doing a couple more interviews before giving a report.

 

The 2006 review and goal setting for department heads were discussed.  The process will proceed in December. 

 

Androli moved and Ruhland seconded the motion to approve the Veteran’s Report.  Motion carried unanimously.

 

Androli moved and Ruhland seconded the motion to adjourn the meeting at 12:45 p. m.  Motion carried unanimously.

 

The next commissioner’s meeting will be held on Thursday, December 7, 2006 because of a conflict with the Association of MN Counties Conference.
