About the Administrator
The county administrator is the administrative head of the county and is responsible for the overall management of county operations and for carrying out all decisions, policies, ordinances, and resolutions of the Board of Commissioners. The administrator reports directly to the board and acts as a liaison between the board and its departments. The county administrator's duties include the preparation of the recommended annual budget, as well as overseeing the functions related to personnel administration. The administrator directs and facilitates special studies, as needed, to improve services. The administrator serves on a wide variety of county-related boards and committees to enhance the organization in general and serve the best interests of the county.

Responsibilities & Functions
Core Duties
Significant elements of the administrator’s position are to: 
  • Develop and advance vital policy, program, and project initiatives at the local, regional, state, and federal levels
  • Ensure the implementation of the mission of Waseca County, to effectively provide services for the health, safety, and general welfare of the public
  • Forge positive and beneficial relationships between and among the public, private, and nonprofit sectors as well as the greater citizenry of the county
  • Foster the development of a professional and productive organizational culture to ensure the delivery of quality public services for the citizens of Waseca County
  • Preserve the sustainability of a responsive, adaptable, and customer-oriented public service system
  • Promote the public trust through responsible fiscal management, open and consistent communication, and a realistic long-term vision
  • Protect the ongoing viability of taxpayer dollars and promote the larger economic vitality of the county as a whole

Personnel Duties
The administrator oversees all personnel functions including, but not limited to:

  • Compliance with local, state, and federal employment rules and regulations (Equal Employment Opportunity Commission, Fair Labor Standards Act, Family Medical Leave Act, Americans with Disabilities Act, Pay Equity, etc.)
  • Employee relations
  • Labor relations
  • Recruitment
  • Payroll and benefit administration
